
Slayden was selected through a competitive RFP process to serve as the CM/GC for the $27 million upgrade and expansion of the Scott Water Treatment Plant for McMinnville Water & Light. Beginning at the 80‑percent design stage, our team provided fast‑track pre‑construction services that included constructability reviews, value engineering, and early cost estimating to help align the project with the budget approved by the Board of Directors. Throughout pre‑construction, Slayden procured multiple bid packages and used informal partnering sessions to establish roles, responsibilities, and a collaborative team approach.
The completed project expanded the plant’s capacity by nine million gallons per day, strengthening the community’s long‑term water supply. New improvements included updated site process piping, a flocculation and sedimentation basin, two granular media filters, modern chemical storage and handling systems, and a new 0.6‑million‑gallon clearwell. Upgrades to existing facilities included new site grading and paving, retrofitting the contact basin with solids‑removal equipment, renovating the filter pipe gallery, remodeling the control building, and replacing the emergency generator. The project also delivered a full modernization of the plant’s electrical, instrumentation, and control systems, improving overall reliability and treatment performance.

Slayden’s Jeff Wall recently achieved a unique milestone. At the Pacific Northwest Clean Water Association (PNCWA) conference in Spokane, Washington, Jeff became the first contractor to be chosen under the PNCWA to join the Select Society of Sanitary Sludge Shovelers, also known as the 5S society. Members are selected based on “outstanding, meritorious service above and beyond the call of duty.” As recognition for this achievement, Jeff received a one-of-a-kind -5S gold shovel award.
