Slayden was the CM/GC on this fast paced project.  As regional demand for reliable drinking water continued to grow, this project was initiated to increase treatment and storage capacity while strengthening the facility’s seismic resiliency. Delivered on an accelerated schedule within an active water treatment plant, the program required careful planning, phased construction, and continuous coordination to maintain uninterrupted water service while bringing critical new infrastructure online.

Slayden joined the project at approximately 30% design as the CM/GC and implemented a fast-track delivery approach to place new filtration facilities into service within 22 months. Work was phased into early civil and piping improvements, structural concrete construction, long-lead equipment procurement, and final filter facility systems. A second phase added a new 3-million-gallon potable water reservoir, also delivered through phased construction packages.

The project included a new filter expansion facility with four deep-bed filters, a backwash pump station, air scour blowers, chemical feed systems, surge tanks, upgraded electrical infrastructure, a 3-MG concrete reservoir, and a 25-MGD finished water pump station. Construction was carefully sequenced within the operating treatment plant to maintain continuous water service during multiple critical tie-ins.

Slayden provided preconstruction and construction management services, including constructability reviews, cost estimating, procurement, GMP development, subcontractor management, safety oversight, quality control, and commissioning. Working closely with the owner and design team, Slayden helped achieve $4.2 million in value engineering savings while delivering increased water capacity, enhanced seismic resilience, and long-term operational reliability.

Slayden was able to provide meaningful input to the design process right away. Their cost estimates validated information provided by Jacobs Engineering, giving Medford Water essential tools to help calibrate capital budget planning. The VE exercises provided valuable input which helped Medford staff to better understand the options for different components of construction and the cost implications of those choices.

Slayden’s Jeff Wall recently achieved a unique milestone. At the Pacific Northwest Clean Water Association (PNCWA) conference in Spokane, Washington, Jeff became the first contractor to be chosen under the PNCWA to join the Select Society of Sanitary Sludge Shovelers, also known as the 5S society.
