
Slayden served as the CM/GC for the Kellogg Creek Water Resource Recovery Facility Improvements project, which addressed aging equipment, corroded pipelines, reduced hydraulic capacity, odor, noise, and energy efficiency needs at the active 7 MGD facility.
During preconstruction, Slayden worked closely with Clackamas Water Environment Services and the design team to phase the work around continuous plant operations, a constrained site, and the facility’s location adjacent to a heavily used public park. Slayden also helped onboard the electrical subcontractor early through a competitive best-value procurement process and supported early work planning ahead of the final GMP.
Construction included replacement and rehabilitation of major process, mechanical, civil, and electrical systems. Slayden installed a new RAS pipeline, rebuilt the Secondary Pump Station with new RAS and WAS pumps and header piping. Installed new RAS headers, control valves, flowmeters, and stainless steel drops at the aeration basins, and added new odor covers. Additional work included blower building upgrades, new blowers and discharge piping, peak flow diversion structure improvements, and bypass pumping around the IPS to allow replacement of the existing influent pumps. Throughout construction, Slayden maintained facility operations through detailed sequencing, bypass planning, and close coordination with plant staff.

Slayden earned First Place in the 2025 AGC Construction Safety Excellence Awards (CSEA) in the Utility Infrastructure Category — Under 500,000 Work Hours.

Slayden’s Jeff Wall recently achieved a unique milestone. At the Pacific Northwest Clean Water Association (PNCWA) conference in Spokane, Washington, Jeff became the first contractor to be chosen under the PNCWA to join the Select Society of Sanitary Sludge Shovelers, also known as the 5S society. Members are selected based on “outstanding, meritorious service above and beyond the call of duty.” As recognition for this achievement, Jeff received a one-of-a-kind -5S gold shovel award.
