The City of Salem has relied on the Geren Island Water Treatment Plant since 1937, treating up to 80 million gallons per day through biologically active slow sand filtration. In early summer 2018, cyanotoxins were detected in the distribution system at levels above health advisory thresholds, prompting one of the longest “do not drink” advisories ever issued in the United States and underscoring the need for a long term treatment solution.

To strengthen the resilience of Salem’s drinking water supply, the City moved quickly to upgrade the existing pump station and implement a new 75 MGD ozone treatment system, including a dedicated ozone generation building and ozone contactor. To meet the urgent timeline ahead of the next algal toxin season, the City selected Slayden under the CM/GC delivery method to lead this fast tracked, high priority project.

Working closely with the City and design partners, Slayden developed and executed an accelerated project delivery and procurement plan that enabled construction to begin at the earliest possible date. By prioritizing early procurement of long lead equipment, advancing site investigations, and fast tracking essential plant improvements, work began on site roughly three months after notice to proceed, shortly after the 30% design milestone. The team also released the ozone contactor design ahead of the rest of the project to keep construction moving and mitigate potential delays.

Through collaborative planning, decisive action, and a shared commitment to safeguarding the community’s water supply, Slayden helped deliver an essential upgrade that strengthens Salem’s resilience for years to come.
